1. What has happened with regards to municipality grant applications so far?

We're still currently working on a study of more than 3000 remaining grants awarded in 1416 & 1417 AH, and will soon begin studying municipality grants of applicants in the year 1418 AH, which are over 150,000 application. It should be noted that the Jeddah Municipality does not have at present sufficient land for the implementation of these large numbers of applications; however, the Municipality is working hard on the planning, approval and allocation of new land urgently. The commencement of the distribution of municipal grants to applicants of 1418 AH will be announced in the local newspapers and the internet website for the Jeddah Municipality as soon as the implementation of the 1417 AH grants of land is finished and the availability of lands ready.


2. Have municipal grant applications for the year 1418 AH been canceled?

We assure you that no official guidance has been issued to abolish the municipal grant applications for the year 1418 AH.


3. What are the types of grants?

  • Municipality Grants: this type of grants concerns municipalities and councils by the secretariats and their application is through them
  • High Grants: the issue of this type of grants is from the High Commission, which is a instruction to the municipalities and councils to grant some citizens plots of land that are specific in space in the order sent to the municipalities

4. When can I apply for a municipality grant?

At the time when Jeddah Municipality announces the opening reception of applications for municipality grants.


5. What procedures are in place after the High Ordinance?

The concerned citizen must open a file through visiting the Jeddah Municipality in order to put his/her ordinance issue on the list of eligible citizens for a grant and for the conduct of the raffle process according to the seniority of paperwork required.


6. What are the conditions of the Municipal Grants?

  1. The applicant should not have previously obtained a plot of housing land from the country in any of the cities of the Kingdom
  2. When submitting the grant application, the applicant should have completed eighteen years of age, with the exception of orphans and those with special needs, who should provide proof of this when they apply
  3. The size of the grant is 625 m2 (six hundred and twenty-five square meters), and in the case of an increase, the actual value is estimated and charged to the grantee, providing the extra space shall not exceed half of the original area. In the case of a decrease, the grantee is given what remains as long as the remaining area is not less than a quarter of the original space
  4. This resolution includes widows, divorced women, and women over 25 and unmarried, and the priority in the implementation of grants is given to them as well as orphans

7. What are the conditions of High Grants?

  • A citizen's is to bring his/her review card issued to him/her from the royal court specifying the resolution number, date, and space awarded
  • No previous grants

8. What are the papers and official justifications to be provided for Municipal Grants?

  1. Copy of national ID Card
  2. Copy of family card
  3. Official grounds demonstrating the social situation of women at the time of application
  4. Undertaking Statement signed by applicant that he/she has never received any previous grants

10. What are the procedures of Municipal Grants?

  1. Presenting a request to the Mayor asking for a grant after the announcement by the Municipality that it has opened the door for the acceptance of applications
  2. If citizen is eligible, he/she is given a nomination form to fill
  3. Listing of names according to the dates mentioned on the application form
  4. Allocation of raffle by the Committee according to the seniority of completion of the required justifications
  5. Enquiry about the primacy of grants by sending names to the Ministry of Municipal and Rural Affairs
  6. Issue of grant decree by His Excellency the Mayor after confirmation of the primacy of grants
  7. Handing over the land to the citizen physically by the Consultancy Office
  8. A letter is sent from His Excellency the Mayor to Secretary of Justice to write the first version of the legal document

11. What are the procedures of High Grants?

  1. Presenting a request to the royal court asking for a grant
  2. The imputing of grants request data into the computer according to the requested justification completion dates (in Public Relations of Land Administration)
  3. Allocation of raffle by the Committee according to the seniority of completion of the required justifications
  4. Issue of grant order by His Excellency the Mayor after confirmation of the primacy of grants
  5. Handing over the land to the citizen physically by the Consultancy Office
  6. A letter is sent from His Excellency the Mayor to Secretary of Justice to write the first version of the legal document

12. What is the space of a Municipal Grant?

The area of the Municipal Grant is 652 m2.


13. What is the calculation method if the granted area has increased or decreased from 652 m2?

  • If the area given is less than 25% of the granted area, the grantee has no right to any compensation
  • If the are given is smaller by 25% or more, the grantee will be compensated for the difference in another grant according to law
  • If the area given is more than 652 m2, the grantee is to pay the difference

14. I have been allocated a plot of land, then this assignment was cancelled. How is this?

Assignments cannot be canceled unless the allocation did not meet the conditions required in this regard.


15. How can I get a grant although I have obtained a previous one?

A person may be granted a High Grant twice in a row, provided that each is issued with a separate decree and any excess of that needs to be exempted by the High Commission from the primacy of grants.


16. This year, I made a request to transfer my grant to the city of Jeddah, and when I visited the Jeddah Municipality, I was told the allocation of the grant has not yet been awarded. Why hasn't the Municipality taken into consideration the seniority of the date of obtaining the grant?

Because that applies to grants submitted this year since transferred grants are treated by date of transfer not by date of issue.


17. I have presented a request for Jeddah Municipality, and another city. What is my position?

You can not repeat the grant request; therefore, you are given the choice to complete the procedures in Jeddah, unless the grant had been completed in the other city.


18. I have received a 'Tat-heer Al-Haram' grant and then made a request for a Municipal Grant. Do 'Tat-heer Al-Haram' grants deny me the right to a Municipal Grant?

'Tat-heer Al-Haram' grant is considered a reward; therefore, it does not deny you the right to getting another grant and s not recorded as a previous grant.


19. I have received a High Grant, do I have the right to make a request for a Municipal Grant?

No, you don't since the conditions of the Municipal Grant is not to have received another grant, whether a Municipal or High Grant.


20. I have received a High Grant and I am a member of University Faculty Staff. Does my receipt of a High grant cancel my right to a University Teaching Staff Grant?

No, all university teaching staff grants are exempt from the primacy of grants and thus your right to a grant is not canceled if you had received a Municipal or High Grant prior to your University one.


21. I have received a University Graduates Grant. Can I apply it to plots outside those designated for University Graduates Grants?

No, you cannot do that since the University Graduates Grants have their own specific areas as directed by the High Commission.


22. I have been granted a University Graduates Grant, but only received part of it. When will I get the rest of the grant?

At the present time, we are giving those who have never received any part of their grants. And as soon as new areas are allocated for University Graduates Grants, grants will be distributed according to seniority of grant.


23. When will the distribution of High Grants be announced?

The files of citizens will be opened according to review tickets issued by the Royal Court and transferred to the Ministry of Municipal and Rural Affairs. These review tickets will clarify the number, name of grantee, and date of the grant. After this, full information is required at the time and a date will be announced to them by the end of the month of ThulQi'da.
