Application Procedures & Approval Strategy

 


Unique and Mega Project progress are to be presented at the Public Relations Hall in the Municipality of Jeddah Province Building. The main procedures for applying for a license includes the following:

  1. Submission of an initial idea:
    Approval takes 10 working days

  2. Submission of a primary project draft:
    Preliminary approval takes 15 working days providing completion of the statutory requirements.

    Approval takes 20 working days providing the completion of plans and their compliance with the primary project.

The Study Mechanism:

he study is conducted in two phases:

  1. Submission of a Preliminary Draft (optional):
    1. Preliminary plans are studied and replied to within one week (maximum) at the meetings between the Engineering Office and the General Administration of Pioneer Projects.
    2. The Engineering Office will be notified of the proposed amendments to the draft. However, the Engineering Office may reject the amendments or take them into account prior to the re-delivery of the primary project draft to the Committee.
  2. Submission of a Primary Draft:
    1. Primary Plans are studied by the General Administration of Pioneer Projects to ensure that all primary projects requirements adhere to the regulations.
    2. After the completion of the official papers for the project, a time is set for presentation to the committee after a maximum of 10 days from the receipt of the offer on a CD.
    3. After the meeting, the office will be handed a letter of observations within 48 hours of presentation.
    4. The office is to amend the notes in preparation for submission to the committee again in the case of non-approval of the project.
    5. A date is set for the presentation to the High Commission after a maximum of 10 days from the receipt of amended plans and the CD.
    6. An approval of the primary project is given if approved by the committee and; then the office begins to work on the procedures for obtaining a final approval and building permits.
    7. The owner of the project is issued letters of approval from the concerned authorities.
    8. The owner of the project is entitled to apply for a site processing permit after an initial approval has been obtained and after the delivery of pest control agreement and a supervision contract as well as an undertaking of clearing construction waste.
    9. The submission of detailed plans and all other approvals from relevant authorities as well as the study of traffic schemes are to be reviewed within two weeks. In the absence of observations, the final approval and building permits are issued by the administration.
    10. Projects in excess of 30 meters should be presented through offices of previous experience, or co-operating with foreign offices of experience in the same projects
